Vintage 3 Wheel Stand Up Cart Stock Chaser (Not Working & No Batterys)

Vintage 3 Wheel Stand Up Cart Stock Chaser (Not Working No Batterys). Condition is "Used". Shipped with USPS Priority Mail. I think this is a 1958 cart but not sure no markings or ID anywhere on it. I have never seen one with steering being a bar left to right instead of a steering wheel.  This cart was used last 1996 at delmare fair in san Diego.  Make a great fun project for a one of kind vintage stand up cart. There are no batterys or charger with cart. Please look at pictures and please ask questions if not sure .i can help load it in truck with hoist. Thankyou for looking.
